Dr. Dalbir Bharti was born on 14th April 1960 in Village Banmandori, District Fatehabad (Haryana). He was selected for the Indian Police Service in 1987 and was allotted Maharashtra Cadre. During his career of 24 years as an IPS officer, he served under the Government of India and the Government of Maharashtra in various capacities including Deputy Commissioner of Police in Aurangabad and Mumbai cities; Superintendent of Police of Sindhudurg and Jalna districts; Deputy Director, Maharashtra Police Academy; Additional Commissioner of Police (Crime), Nagpur; Deputy Inspector General of Police, CRPF; Inspector General of Police, Amravati Range; and Director, Maharashtra Intelligence Academy, Pune. He took voluntary retirement from the IPS in November 2011 and worked as Consultant and Group President for Indiabulls Group from November 2011 to April 2014. Presently, while being a Delhi/Haryana based advocate and legal consultant, he is also active in socio-political field.
He is M.A. (Political Science), LL.B. (University Topper) and Ph.D on “The Constitution of India and Criminal Justice Administration” from University of Mumbai. He has written four books on the Constitution, Police and Law subjects. The Hindi version of his book “Police and People” has been awarded Pt. Govind Vallabh Pant Puraskar by the Government of India in 2011.
He is founder president of Bharti Education & Development Society, Delhi, a registered charitable organization founded in 1993. It runs Libraries and Study Centres and helps poor and needy students of schools and colleges and those preparing for entrance tests and competitive examinations.
Having had vast experience as IPS officer and being staunch supporter of democracy and Rule of Law, Dr Bharti wants to utilize his knowledge and experience in the legal and socio-political fields.
